Can the visitors to my site create polls on my site?

Can my site users create their own polls or is it only the site editor/writers that can create the polls

We generally don't recommend allowing your site visitors to create their own polls.
Allowing them to do so without your involvement may cause a lot of duplicates, typos and unclear questions. 

What we do recommend, is that you put a form on your site allowing them to suggest polls, and use that users' feedback to select which polls are good and make sense to add to your site.
